Pangong Riverside Ecological Business District (Panggong EBD)


Xiangyang aims to become a role model for future low carbon (neutral) cities. In line with the ‘wedding cake’ development model of the SDG, the city proposes a resilient holistic framework that balances system independence and system integration; this framework serves as the basis for the development of Pangong EBD. Based on a nature-based approach, ecological structures and water systems are used as the cornerstones for a low carbon city district, reconstructing a resilient and robust urban ecosystem and creating a unique climate-resilient urban development module for water management. Pangong’s green and blue structure will integrate various assets on-site to inspire the green economy and will build a diverse, healthy and attractive community.

By renewing the bond between Xiangyang and Fancheng, the plan continues the pattern of these ancient twin cities, standing side by side for a thousand years - all the while creating a financial smart city and a headquarters square city to promote Xiangyang's green and innovative economy. To recreate the elegant public spatial rhythm from a traditional local city, the historical north-south public axis is continued, comprising a series of ancient and new landmarks; this spatial pattern is strengthened by the city-gate-street-community-park scheme. The end result is a nuanced interplay between modernity, the historical axis, important sights and the mountain skyline; a cityscape created to resemble a poetic landscape, a painted scroll: an atmosphere where the modern city integrates harmoniously with history and nature.
